Fair, transparent public procurement
OpenTNDR replaces legacy government tendering portals with one platform for publishing tenders, collecting bids, and running an anonymised, auditable evaluation — from PQQ to award.
The lifecycle
One platform for the whole journey
From first draft to final award — every event moves through the same clear, auditable stages.
Multi-user workspaces
Government bodies create an organisation workspace with role-based access for bid managers and collaborators.
Full tender lifecycle
Run PQQ, ITT, ITN and RFQ stages in one place, with multiple submission rounds and lots.
Sign-off before launch
Every document and pricing table is signed off — and permanently locked — before an event goes live.
Multi-lot bidding
Tenderers pick which lots they're bidding for and price only what applies to them.
Dynamic schedules
Build the exact table your job needs
Bill of materials, schedule of rates, staff, equipment — every schedule has its own columns and its own formula. Materials get a single rate. Equipment gets delivery, collection, and an hourly rate. Staff get separate day, night and weekend rates. You define it once; every tenderer prices against the same structure.
Equipment / plant schedule
| Item | Hourly | Delivery | Collection | Hours | Total |
|---|---|---|---|---|---|
| 20-tonne excavator hire | 50.00 | 100.00 | 100.00 | 8 | 600.00 |
| 10-tonne dumper hire | 32.00 | 70.00 | 70.00 | 6 | 332.00 |
hours × hourlyRate + delivery + collection
Reference library
Pull items straight from the standard schedules
Pick NRM, RMM or CESMM and browse down through groups and subgroups to the exact line item — code, description and unit fill in automatically, branching the same way they do in a real SOR.

Scoring
Weighting rolls all the way up
Weight individual items within a schedule, weight schedules against each other across the event, and split the fee formula into overhead, profit, or any custom component — each with its own weighting. Tenderers never see any of it; they just price.
Weighting rolls up the event
Fair evaluation
Anonymised until the event is decided
While an event is live or under evaluation, bid managers see only a pseudonym — never a company name. Queries, responses and the audit trail all respect the same rule. Identities are only revealed once the event is awarded or closed.

Scenarios
Benchmark a real job across every schedule
Pull items together from across the event's schedules into a single representative build, specify the quantities that job needs, and see each tenderer's cost computed from their own submitted rates — a genuine like-for-like comparison.
One benchmark build, priced per tenderer
Audit trail
Every rate change, who made it, and when
Draft saves and submissions are all recorded — full pricing history for every tenderer on every schedule, ready to stand behind if a decision is ever challenged.
Full pricing trail, kept for every event
Queries
Ask questions without revealing who's asking
Tenderers raise queries under their event pseudonym. Bid managers can answer privately, or share the answer with every tenderer at once for a level playing field.

The OpenTNDR framework
From stating what suppliers need ready, through blind evaluation, to an auditable award — every stage flows into the next.

ITT/ITN/RFQ/RFP — fresh identity again
Award
Auditable, final — real identities revealed
Every stage — from the first PQQ through to a follow-on ITT, ITN, RFQ or RFP — issues each participant a brand-new secret identity. The buyer only learns who they're dealing with once the tender is awarded — identity is never revealed in an export. Legal-seat members have a separate, restricted path to a supplier's verified business details for compliance checks, independent of the blind evaluation itself. Only the supplier always knows who it is.
PQQ — Pre-Qualification Questionnaire
ITT — Invitation to Tender
ITN — Invitation to Negotiate
RFQ — Request for Quotation
RFP — Request for Proposal
AWARD — Final contract award
Who can see what, and when
| Data layer | Bid manager | Legal seat | Supplier |
|---|---|---|---|
| Bid & schedule dataRates, schedules, scores | Pseudonym only, until decided | No access | Own submissions |
| Evaluation totalsRankings, weighted scores | Full, by pseudonym | No access | Own row only |
| Vault / KYB dataRegistration, address, contact | No direct access | Real name, reveal 60s at a time | Own vault, always |
| Vault review outcomePass / fail / requires update | Status badge only | Sets it, batched 3+ at once | Not shown |
Vault data is encrypted at rest. A supplier consents to legal-seat review of their vault the moment they register interest in a tender — legal never sees a supplier's pseudonym, and a bid manager never sees a supplier's vault.
Workspace plans
Sized for your organisation
Every workspace gets four independent seat pools — internal staff, bid managers, legal reviewers and external consultants — from a single district council up to national infrastructure bodies like Network Rail.

OpenBNMK benchmarking
A standardised schedule mappable to RMM and CESMM pricing. Buyer and supplier organisations price a subset each quarter and get back an anonymous benchmark report — mean, median, and range by organisation size, buy and sell prices, with outliers shown separately. Price at least 80% of your assigned schedule and the latest report is yours for free — that's an Alliance collaboration for fairer procurement, not a subscription.
